Active Devon is a countrywide partnership for physical activity and sport and is one of 49 county partnerships supported by Sport England. Active Devon comprises a diverse range of organisations involved in or with physical activity and sport all committed to achieving our vision:
‘Getting everyone in Devon active for life through local community based opportunities and coordinated partnerships’
Active Devon believe passionately that participation in physical activity contributes positively to people and the communities in which they live and work. That is why their biggest challenge is to meet the Government’s target of achieving a 1% year on year increase in physical activity participation in the adult population.
In Torbay we are trying to meet the cultural needs of our community and develop a prosperous cultural sector.
We are creating a more vibrant and diverse mix of cultural activities within our outstanding location which are recognised, valued and taken up by local people and visitors alike.
Our parks, open spaces, sports, arts and culture play a crucial role in improving the quality of life for everyone who lives and works in the Bay.
Torbay Council and Sports Development in Torbay
The Sports Development Department for Torbay Council was created in 1998. On the 1st April 2005 the Sports Development Service role was handed over to Paignton Community and Sports College.
The aim is to develop opportunities for everyone throughout Torbay to participate in sport and physical activity. This includes developing links with schools and clubs. Torbay Council and Paignton Community and Sports College also work in partnership with local agencies including the Youth Sports Trust, Sports Coach UK, Sport England, National Governing Bodies of Sport, sports clubs, youth groups and other organisations with an interest in sport.
Since its establishment, Sports Development in Torbay has introduced several sports programmes and initiatives. Both organisations are constantly working on the development of other programmes and initiatives in order to improve the sporting life of everyone throughout Torbay.

A Plan for Sport in Torbay, Encouraging Torbay to get healthy and active
In 2003 Torbay developed its first Sports Strategy. A Plan for Sport aims to review the actions achieved since the development of the strategy and identifies the future priorities in sport across a range of organisations. This will take into account the new priorities identified in the community plan and the new Local Area Agreement from Torbay.
Torbay Council produced a Plan for Sport Torbay in association with local and regional partners involved in sport. The plan was developed through comprehensive consultation with individuals, sports clubs and young people together with input from local Councillors, Torbay Sport Partnership and Torbay Sports Council. Sport England also gave assistance and much needed support.
The plan focuses in the sporting needs and aspirations of the community and the new opportunities and benefits which sport has to offer. The Local Area Agreement (LAA) is a new contract between central and local government to deliver the priorities of local people. All authorities have such an agreement and enable partnership working between agencies and local communities. The agreements are split into a number of categories – Children and Young People, Safer and Stronger Communities, Healthier Communities and Older People, and Economic Development and Enterprise. Sport plays a part in all of these themes. Torbay’s Plan for Sport sets out a framework for development, a rationale for funding, and the setting of pathways for lifelong learning and sporting excellence.

Facilities
There are a great variety of sport and leisure facilities available throughout Torbay for public and club use including sports centres, swimming pools, sports pitches and artificial turf pitches.

Torbay Sports Council
Torbay Sports Council is a forum, which was formed to further the interests of sport in Torbay, and to represent its member clubs in negotiation with Torbay Council and local, or national, sports funding bodies.
Its Executive Committee is formed from elected representatives of its member clubs (one per sport). The Committee meets at five intervals and has two general meetings each year, one of which is its annual general meeting. The Executive Committee meetings are also attended by up to four Torbay Councillors, Council Officers and the Sports Development Team.
Business discussed may include the provision and maintenance of sports facilities, sports charges, grant aid and any other matters affecting the well being of sport within Torbay.

On Wednesday 6th July at 12.46pm the International Olympic Committee announced that London will be the host city of the 2012 Olympic Games and Paralympic Games. This is fantastic news and looks set to have a huge impact on Torbay.
The venue for the Olympic sailing has already been named as Weymouth where the National Sailing Academy already exists. Torbay looks ideally placed as a venue for some of the training for the teams in the three years leading up to the 2012 Games.
Torbay Development Agency has worked closely with Torbay Council’s Cultural Services Department, the Bay’s Yacht Clubs and a wide range of private sector organisations to secure 4 training camps within Torbay.
The English Riviera awaits the return of the greatest event in the world; the London 2012 Olympic Games and Paralympic Games. Having hosted the 1948 Olympic Sailing the Riviera is no stranger to world competition and is very much aware of the honour and responsibility of looking after the competing nations Torbay is prepared to open its doors and welcome the world.
SAILING: Royal Torbay Yacht Club, Paignton Sailing Club and Brixham Yacht Club all have a long and distinguished history of hosting World Class sailing events. They have all the knowledge and experience required to host pre-training camps here prior to the 2012 Olympic Games.
CYCLING: Selected and potential Olympic athletes from cycle teams and triathlon teams of various nations can be hosted in training groups for road cycle training outside the boundaries of Torbay. Training rides of 30 miles to 100 miles or more will be organised by Mid Devon Cycling Club. The club has overwhelming experience of promoting road massed start and time trial races in Devon. Mountain Bike facilities will include Newnham Park (Plymouth), and Haldon Forest (Exeter). BMX Facilities will be located at Decoy BMX Park in Newton Abbot.
TRIATHLON: Swimming – The Clennon Valley Sports Centre has a 33 metre indoor pool. This can be made available for private use by Training Camps, or lanes can be created during public times for more informal swim training sessions. Openwater Swim Venues could be at any of our five ‘Blue Flag Beaches’. Cycling – road closures, or partial road closures will be possible to provide Training Camps with traffic-free training or you could visit Westpoint Arena for a Closed Road Circuit. Outside of the built-up area there are large areas of more lightly trafficked rural roads. Running – The coastal footpath through Torbay is probably the most scenic for trail running. Trail running could also be done on the playing fields at Clennon Valley Sports Centre or around the beaches of the Bay. Torbay sea-front has a network of tarmac paths which could provide traffic-free training venues for road running whilst Exeter Arena would be the ideal location for track running.
JUDO: Between Ronindo and Shinji Budo Kai Committess, Torbay has over 35 years involvement in International, National and Regional events in both Judo and Aikiido and this training camp will be hosted by South Devon College.

Active Torbay
Active Torbay is a multi agency partnership that aims to work together to help improve the overall health and well-being of individuals and families across the district. Active Torbay is a sub-group of the Torbay Cultural and Environment Partnership Board and because of it’s key role in co-ordinating, delivering and monitoring the provision of physical activity and sport is to be recognised as a Community Physical Activity Sports Network (CPASN) for Torbay, being part of Sport England’s Delivery System for Sport. The network will be an instrument to enhance communication between key partners and stakeholders aspiring to increase levels of physical activity by providing an active healthy lifestyle and catering for the specific needs of the community.
CORE OUTCOMES
· Increase participation in physical activity and sport by 1% year on year – link to targets for Torbay.
· Widening access to opportunities for sport and active recreation – increase participation from priority groups.
· Halt the rise in prevalence of obesity amongst primary school children – linked to LAA.
· Aligning partners existing priorities and targets within Torbay’s Plan for Sport action plan ensuring they are based on local needs and ensuring clarity in roles and responsibilities.
· Represent the interests of key sport and recreation providers and participants in providing a strong sporting infrastructure and active sporting community.
· Ensure that all programmes are designed to target those at greatest risk to help reduce inequalities in health.
· Deliver against the ‘Fulfilling Lives’ section of the People First (Over 50s) strategy.
· Deliver against priorities identified by the Cultural and Environment Partnership Board.
